This script will process "!" messages. Those are typically commands to bots ot automated services. In this case it will look for !<yournick> <soundname> and if the sound is found in your sound folder, the sound will be sent with dcc to the person sending the request. The "!" messages are often called "bang" messages, after the comic book effect.
